Its High Time The Govt Carries Out Police Reforms

 
 
 
 
 The Mumbai Police Commissioner Parambir Singh's transfer and letter once again brings to the fore the worst about Indian Police.  
The manner in which evidence related to Arushi murder case was tempered with, Susanth Singh Rajput’s death enquiry conducted, the manner in which Disha Salian’s case was hushed up and her case file went missing, kangna ranaut’s house was demolished under Police protection despite the court’s stay order, witch-hunt launched by the Mumbai Police machinery on the TRP issue led by Param Bir Singh, SI Vaze’s reinstatement, and now Parambir’s transfer and then his letter blaming the home minister of the state conveys the deep rot that has set in, in our Law enforcement agency – The Indian Police.  
Its not about the Mumbai Police, the entire Indian Police has become unprofessional and ineffective and the reason behind it are two fold ; Ineffective Leadership and Politcal Interference. 
SC and HC very rightly snubbed the Mumbai Police Commissioner who was prior to his transfer, like an obedient child following the dictats of his Political masters. The Supreme Court while making sharp observations against Mumbai Commissioner of Police Param Bir Singh stated ;
 The parties to this case were hunky dory for a long time. Now they have fallen apart.
This clearly indicates , how the two of them were hand in glove just till a few weeks ago.
 
The Hon’ble SC once again raised the issue of Police reforms and expressed its frustration that No State Govt wants to bring about Police reforms as it does not want to lose the control over its Police. The Court reminded the parties of the Prakash Singh judgement of 2006, wherein Mr Prakash Singh, a retired Police Officer had filed a PIL seeking Hon'ble SCs intervention for Police Reforms. 
Its time that various State Govts take a relook on the SEVEN MAIN DIRECTIVES issued by the SC then in 2006, provided they are interested in Reforming their Police.
 In my opinion, the country cannot progress economically or socially till it fixes up its law and order enforcing agencies. 
 
The corrupt and the criminals do not require Police support but it’s the law abiding citizen who needs them, but the irony today is that the Police system is seen to be in support of the criminals and the law abiding citizen, who needs them the most is left to fend for himself. 
 
The Indian Police does not any more give confidence to the law abiding citizen.
 
For instance, on number of occasions, when I saw something wrong or illegal happening on the road, I immediately dialed the Emergency number 100 and to my surprise the control room every time asked me stupid questions; provide the name of Police station under whose jurisdiction the mishap has taken place. How the hell would I know while driving a car as to under which Police station’s jurisdiction the area falls. Imagine what would happen if someone is travelling on a highway and he is asked to provide the name of Police Thana. 
When I probed the subject further, I was told that the Police control Room is located in Bhopal and not in the city I reside and so the lady sitting in the control room at Bhopal has no idea of the locations in Indore. I am amazed that Indian Police can be so ignorant that they cannot make use of the Information Technology to solve this issue.
The reason for this unprofessional approach is that the whole system has become defunct and rotten and it starts only with the kick of the Political masters. 
Hence, the aim is just to appease the Political masters ; SAHAB POLICE CONTROL ROOM BANA DIYA AUR WEH 24X7 CHAALU RAHEGA. They are not concerned about its effectiveness and even in its improvement. Because, in last two years, despite complaints the services have not improved. Police Control Room still asks ; YEH AREA KIS THAANE KEY NEECHE AATA HAI. 
I am 200% sure the day some serious mishap takes place and it becomes politically sensitive the Political masters will then kick start the system and then the Police Control Room will stop asking us this question.
Its again amazing that Param Bir Singh became a Police Commissioner of Mumbai, despite a complaint by the erstwhile Police Commissioner of Mumbai Mr Hasan Gafoor, who was the Mumbai Commissioner of Police during the 26/11 Mumbai terror attacks. He had accused senior police officials, including Param Bir Singh of not taking on the terrorists. Mr Gafoor had named a few senor Police Officers including  Parambir Singh who was then the Additional Commissioner of Police of Anti-Terrorism Squad and accused them that they “did not appear keen on responding to situation”. Mr Gafoor had brought this out in front of the Committee that was set up to enquire the whole fiasco. 
Now, if even after that, someone is promoted to be the Head of the Department is surely an indication of sorry state of affairs. Even if Parambir Singh had threatened to file a defamation suit against Gafoor, the matter should have been diligently enquired. 
This is an act of cowardice and serious dereliction of duty and it demands proper ENQUIRY.
If Police reforms are brought about, such incidents will be far and few and the system will be responsive to the needs of law
abiding citizens and not the criminals and will work on an automated mode instead of the whims and fancies of the Political masters.
